Chairman & Chief Executive Officer
Since joining Hart in 2001 Phillip has held a variety of executive roles, including sales & marketing, strategic planning, and general management. He has been a driving force behind the company’s product portfolio, strong customer acquisition, passionate customer satisfaction, and profitable growth that has transformed Hart into an established market leader.
Phillip has worked in the state and local technology industry since 1999. He came to Hart from Dell Inc., where he held leadership positions across multiple business disciplines.
Phillip holds a Masters of Business Administration from the University of Texas at Dallas and a Bachelor of Arts degree from the University of Texas at Austin.
President & CFO
Julie joined Hart in 2014 with over twenty years’ experience in progressive global finance leadership roles, most recently serving as Vice President of Finance at Dell, Inc. while based in the United States, Europe and Asia.
In addition to being President of the company, Julie also serves as the company’s CFO and oversees the controller, finance, human resources, information systems, supply chain, contract administration, operations and customer-critical services functions. Mathis brings a multitude of executive-level experience driving profitable growth and process optimization while supporting sales, operations, and corporate functions. Previously, she held positions at Arthur Andersen and Century Telephone Company.
Julie holds a Bachelor of Business Administration degree in Accounting from The University of Texas at Austin and is a Certified Public Accountant.
Chief Sales Officer
John joined Hart in 2019 with over thirty-five years of sales and marketing management experience, most recently serving as General Manager of the State, Local Government and Education businesses at SonicWall. Prior to this, John served in variety of senior executive sales leadership roles at Dell and Hewlett-Packard.
As Hart’s CSO, John is responsible for promoting the growth of revenue, brand and market share and account development and expansion. John brings a wealth of experience developing “go-to” market strategies, creating revenue generation and developing strategic initiatives for customer renewal and retention.
John holds a Masters of Business Administration degree from the Santa Clara University Leavey School of Business and a Bachelor of Science degree in Mechanical Engineering from Michigan State University.
Chief Technology Officer
Jim joined Hart in 2012 as Vice President, Engineering with over twenty-five years of systems development, engineering management, and strategic planning experience. Jim is responsible for product development, sustaining and production engineering, as well as Federal certification for all Hart Voting System products.
Prior to joining Hart, Jim served as Vice President of Engineering for Crane Merchandising Systems, a $200M division of Crane Co, responsible for global engineering activities across all vending machine platform development, including mechanical, electronics, firmware, quality, regulatory, and enterprise applications development. Prior to Crane, Jim served as Vice President and Chief Technology Officer for Isochron, leading development for a multi-tiered SaaS intelligent vending management solution, focused on wireless-based supply logistics, credit card processing, and mobile workforce computing systems. Previously, Jim held numerous executive positions at ObjectSpace, a provider of webservices management applications for Business-to-Business infrastructure solutions, ADAC Laboratories, where he was responsible for software operations and product development for nuclear medicine biomedical applications, and Storage Dimensions, focused on high-end fault tolerant storage systems.
Jim holds a Bachelor of Science from Arizona State University and an MBA in Technology Management from the University of Phoenix.
Senior Vice President of Customer Success
As Senior Vice President of Customer Success, Pete Lichtenheld oversees and coordinates timely and accurate delivery of numerous customer-critical services. His management of Government Affairs, Ballot Production Services, Technical Services, Professional Services and the Customer Support Center is key to customers receiving the voting system components, services and on-going support they need.
Prior to joining Hart in 2001, Pete gained years of experience in training people of every level, from kindergarten to doctoral level students. This experience was valuable to his development of Hart’s comprehensive voting system training programs that benefit election officials, poll workers, and technicians in thousands of jurisdictions across the country. Pete has worked as team leader in all aspects of Hart’s elections business. He was instrumental in organizing Hart’s Customer Support Center. His hands-on work with product documentation led to recording and improving Hart’s supply chain and equipment management procedures.
Pete received a Master of Arts in Instructional Technology from the University of Texas at Austin and a Bachelor of Arts degree in Religious Studies and Philosophy from Beloit College in Wisconsin. He has also graduated from the Certified Elections/Registration Administrator/Vendor program with The Election Center.
Vice President, Marketing
Steven joined Hart in 2013, bringing over 17 years of cross-functional Marketing leadership experience. Steven’s background includes hands-on experience and leadership with strategic planning, RFP response, event management, corporate branding, product marketing, eCommerce, demand generation, database marketing, Sales enablement, analytics, and internal communications.
Prior to Hart, Steven served in a variety of executive leadership positions across many areas of Dell, with a special focus on driving significant growth in the public and private mid-market space. Prior to Dell, Steven was an Account Executive with VanKampen American Capital mutual funds.
Steven holds a Bachelor of Arts degree from the University of Texas at Austin.
