Summary
Hart InterCivic is seeking a detail-oriented and experienced Proposal Writer to join our team. This role is responsible for developing compelling, compliant, and customer-focused proposals in response to Requests for Proposal (RFPs), RFIs, RFQs, and other sale support documents within the state and local government sector.
The Proposal Writer plays a critical role in shaping win strategies into persuasive written content that clearly communicates the Hart InterCivic value, differentiation, and strategic alignment to customer needs. Reporting directly to the Proposals Manager, the Proposal Writer will work closely with key stakeholders and cross-functional input providers including Sales, Product Management, Finance, Operations and Engineering.
Responsibilities:
- Partner with cross-functional teams to develop and execute win strategies, translating them into clear, compelling, and differentiated proposal content
- Create original, strategic narrative that aligns to win themes, customer priorities, and evaluation criteria
- Analyze RFP requirements and define response strategies, identifying key risks, gaps, and opportunities
- Develop expertise in and be able to promote the company’s products, services, and solutions
- Write, edit, and refine proposal content to ensure it is persuasive, compliant, and tailored to each opportunity
- Transform complex technical and operational input into clear, customer-focused responses
- Customize existing library content while ensuring consistency in tone, voice, and accuracy
- Maintain and enhance reusable content libraries to support continuous improvement
- Interpret solicitation requirements to ensure full compliance with state and local government procurement standards
- Manage proposal deadlines and deliverables in a fast-paced environment with externally driven timelines
- Participate in response development activities including drafting, reviews, revisions, and final production
- Ensure all proposal submissions meet formatting, technical, and submission requirements
- Facilitate collaboration across stakeholders to gather inputs and align messaging
- Participate in proposal reviews, strategy sessions, and deal discussions
- Provide support for pre- and post-proposal activities, including generating sales support documents, submitting information requests, and participating in deal strategy discussions
- Partner with Marketing to align proposal messaging and graphics with broader brand strategy
Qualifications:
- Exceptional writing, editing, and storytelling skills, with the ability to create original, strategic content
- Strong understanding of state and local government procurement processes and requirements
- Ability to analyze complex RFPs and translate them into actionable response plans
- Detail-oriented and highly organized, with excellent time-management skills and the ability to manage multiple priorities
- Strong interpersonal and collaboration skills in cross-functional environments
- Highly self-motivated, proactive, and comfortable working in deadline-driven environments (including occasionally working irregular hours as needed to support proposal submission deadlines)
- A passion for and/or interest in technology
Required Skills and Experience:
- Bachelor’s degree required
- 5+ years of professional and persuasive writing experience
- Experience working in cross-functional teams supporting sales or business development efforts
- Advanced proficiency with proposal tools (e.g., Loopio, Responsive), Microsoft Office, Microsoft SharePoint, Adobe, etc.
- Experience developing proposals for state and local government clients, a strong plus
- Experience in the election industry, a strong plus
- APMP certification preferred
