Summary

The Proposals Team Manager is responsible for leading the Proposals function and supervising proposal staff while managing the end-to-end proposal lifecycle. This role owns proposal operations, team performance, and departmental outcomes, ensuring timely, compliant, and competitive responses to Requests for Proposals (RFPs), Requests for Information (RFIs), and related solicitation activities. The Proposals Team Manager works cross-functionally with Sales, Product Management, Finance, Operations, Engineering, and Executive Leadership and reports to the VP of Product Management.

Responsibilities:

  • Provide direct people leadership for the Proposals Team, including hiring, onboarding, coaching, performance management, and professional development.
  • Establish clear roles, responsibilities, and workload balancing across proposal staff and set departmental goals and key performance indicators (KPIs) aligned to company growth and sales objectives.
  • Own and continuously improve proposal processes, standards, templates, and governance.
  • Lead and manage multiple concurrent proposal efforts, ensuring adherence to deadlines, compliance requirements, and quality standards. Develop proposal schedules, compliance matrices, and response plans.
  • Assign proposal tasks and manage accountability for individual contributors and proposal staff.
  • Facilitate cross-functional milestone meetings and executive reviews.
  • Assess proposal risks and develop mitigation strategies; escalate issues as needed and drives and arbitrates response decisions.
  • Write, review, edit, and approve proposal content to ensure clarity, accuracy, and persuasive messaging.
  • Oversee maintenance of the proposal content library and knowledge management systems.
  • Manage proposal tools and technology including Microsoft Word, Excel, SharePoint, and related workflow tools.
  • Ensure proposal processes support scalability, compliance, and readiness.
  • Ensure timeline responses and follow-ups to ensure optimal win positioning.
  • Maintain metrics and measurements to ensure ongoing improvements.
  • Gain in-depth knowledge and understanding of Hart products and services and keep self and team updated on an ongoing basis.

Qualifications:

  • Proven experience managing and developing professional teams
  • Advanced communication and facilitation skills
  • Strong knowledge of sales cycles and RFP response processes
  • Demonstrated ability to define, track, and achieve operational KPIs
  • Exceptional organizational skills and attention to detail
  • Ability to manage competing priorities in a deadline-driven environment
  • Advanced proficiency ins Microsoft Office Suite; SharePoint expertise preferred
  • Advanced business and proposal writing skills

Required Skills and Experience:

  • Bachelor’s degree required
  • 8-10 years of proposal management experience, preferably with public sector/governmental focus
  • Prior people management experience required
  • Experience supporting complex, regulated RFP requirements
  • Technology industry (hardware/software/services) experience preferred, and election industry sales or proposals experience a bonus
