Understanding VVSG 2.0

The Voluntary Voting System Guidelines (VVSG) are a set of specifications established by the Election Assistance Commission (EAC) to test voting systems and determine if they meet required standards. VVSG 2.0 requires significant changes and improvements in functionality, security, accessibility, usability, and auditability for future voting systems. To help election officials understand these changes, we have prepared an easy-to-read summary of the new VVSG 2.0 guidelines. To navigate more detailed insights about how VVSG 2.0 enhances election integrity, and the voter experience we have prepared an issue paper, Navigating VVSG 2.0: Essential Insights for Enhancing Election Integrity and the Voter Experience.

The Importance of EAC Certification

VVSG 2.0 guidelines require voting manufacturers to implement improvements in functionality, security, privacy, accessibility, and auditability. These guidelines represent best practices for all future voting solutions. It is crucial to ensure that any new voting product or solution meets VVSG 2.0 standards. When purchasing new voting technology, always ask:

Is your voting system “VVSG 2.0 EAC Certified”?

The key phrase in this question is “VVSG 2.0 EAC Certified”. Some manufacturers are upgrading existing devices to be VVSG 2.0 Compliant but that does not mean these devices are reviewed or certified by the EAC. In fact, there is no promise from some voting system manufacturers to build a line of voting systems to VVSG 2.0 standards much less get them EAC Certified.

Integrity and innovation are two of our guiding principles at Hart InterCivic. Our intention is always to do the right thing for our customers (like never hiding votes in barcodes). Not only have we built a line of products specifically to VVSG 2.0 standards, but this line of products also exceeds VVSG 2.0.
