On July 7, 2025, in a landmark moment for election technology, Hart InterCivic’s Verity Vanguard officially became the first voting system certified to the U.S. Election Assistance Commission’s (EAC’s) Voluntary Voting System Guidelines (VVSG) 2.0. The announcement was made during a public meeting hosted virtually by the EAC on July 16, 2025, where Commissioners, EAC staff, Hart InterCivic, and SLI Compliance (the federally-approved, independent voting system test laboratory (VSTL) discussed the certification process and what lies ahead for VVSG 2.0 systems.
“The first voting system certified to VVSG 2.0 marks a major milestone in the EAC’s commitment to advancing the next generation of voting systems. Hart Verity Vanguard is the first system certified to these standards, but it will not be the last. The EAC staff has done great work to make this new standard a reality,” said EAC Chairman Donald Palmer, Vice Chair Thomas Hicks, Commissioner Christy McCormick, and Commissioner Ben Hovland in a joint statement.

The recent Executive Order from the White House has generated significant national interest in how voting systems used in the United States capture and record votes.
Specifically, the language of the Executive Order includes:

The Verity® Voting system from Hart InterCivic, a leading election provider of election technology, is gaining momentum in New York State due to a strong customer service reputation and proven secure technology. Both counties selected Hart’s Verity system, replacing their previous vendor’s decades old voting system. Election officials cited Hart’s renowned customer support and Verity’s ease-of-use as factors in their decisions to switch.
Herkimer County Board of Elections Commissioners Kim S. Tranter, Republican, and Rob Hoyt, Democrat, were concerned about spending taxpayer dollars wisely, choosing a trustworthy system, and protecting voter confidence.
Everything about Verity is easier, the Commissioners agree. “Any issue we had, it’s been corrected with the Verity machines,” Hoyt said, “right down to creating our own ballots.”
“Our poll workers were able to adapt to the new machines very quickly. They got to come in and learn hands-on.” Tranter said. “It’s easy for them to navigate,” Hoyt agreed.
Ultimately, the Commissioners’ satisfaction was built on a level of personal customer service seldom seen in the industry. The Commissioners praised Hart’s hands-on relationship building. County staff are on a first name basis with Hart representatives across the company — from project managers and sales reps to a Senior Vice President who came to visit during early voting for a tour.
“Customer service played a big role in us making a decision,” Hoyt said. “Even before we were customers, they were willing to help us with any questions we had. I’ve never experienced a company with customer service like this.”
“It was a very good experience and it’s a huge responsibility to choose new voting equipment and spend this kind of money on a machine, hoping it works the way you anticipate that it will,” Tranter said.
Another nearby county was also looking to make a change and had a similar experience with Hart.
Washington County Board of Elections Commissioners Tom Rogers, Republican, and Jeffrey Curtis, Democrat along with Democratic Deputy Commissioner Mindy Suprenant and Republican Deputy Commissioner Ashley Skogsberg wanted a new system in place in advance of the 2024 General Election. They didn’t believe their current machines or software would make it until 2025. About a year ago they began researching for a new voting system after a major problem printing their own ballots.
“We liked the Verity system from the outset,” Suprenant said.
“After several demos, our supervisors, administration and even our IT team were blown away with the Verity system,” Rogers said. “The whole process took a long time to evaluate, and as we learned more, we got very comfortable with Hart.”
Commissioners agree, Verity machines are consolidated, lighter weight, more efficient, and easier to use.
“It’s going to be easier for poll workers to set-up and tear-down, it’s going to be less complicated,” Rogers said. “For example, our current system is a 3-step process just to turn it on in the polling place and now [with Verity] it’s going to be one-step.”
“We liked the product, the efficiency, the software and while competitor’s prices were comparable, Verity had more to offer,” Rogers said. “We wanted to move forward with a new system for the November election and Hart was the only company that could do it for us.”

Voters in a select polling place in Franklin County, Idaho had the opportunity during the election on November 8 to test an innovative new tool to increase confidence in elections called ElectionGuard. Hart’s integration of ElectionGuard into Verity is part of a continued commitment to voting technology innovation that results in higher levels of voter confidence in the election process.
Hart is the first major voting machine manufacturer in the United States to provide independent verifiability to voters, giving individual voters the ability to confirm their ballots were counted in an election.

The ElectionGuard pilot took place in a single precinct in Franklin County, Idaho and was the first live election to experience this open-source collaboration with Microsoft, Hart InterCivic, the State of Idaho, and several other specialized technology partners.

Voters in the precinct participating in the pilot filled out a paper ballot as usual and then placed their ballot into a Hart Verity scanner to cast their vote. Upon completion of the scan, the voter was provided with an ElectionGuard-powered confirmation code. The Franklin County Clerk’s office used the Hart Verity system to count the ballots and announced the result of the election as usual. Once the election count was complete, voters at home were able to check their confirmation code on an entirely separate web portal to confirm their ballot was counted in the final election results. This process was done without revealing the content of the voter’s ballot which maintains the privacy and secrecy of their selections. The ElectionGuard technology also allowed for the election’s final tally to be confirmed by anyone interested in running the results through a verifier and comparing the output to the official election results.
“It was exciting to be a part of a pilot program that shows the voters we are listening and trying new ways to improve voter confidence in elections,” said Camille Larsen, Franklin County Clerk.

CONROE, Texas, October 19, 2021 – After a thorough evaluation of future election system options, Montgomery County officials have selected the Verity® Voting system from Austin-based Hart InterCivic to replace their current system. Voters will experience the most up-to-date, secure voting when they go to the polls for the 2022 Spring elections.

The hybrid Verity Duo is a touchscreen ballot marking device that allows voters to print, verify and scan their completed paper vote record. Unlike other systems, Verity tabulates votes from human verifiable information, not a black box barcode or QR code. Verity will replace Hart’s legacy system in use for more than 15 years.
Paper trail voting is a welcome change for the county and Harvey is looking forward to a smooth, reliable transition, based on her experience with Hart’s existing voting system and her office’s long-time relationship with their staff.

Hart will begin by testing ElectionGuard in its Verity voting system currently used by over 500 jurisdictions across 17 states. Voters in jurisdictions participating in the pilot will fill out a paper ballot by hand or use the Verity Duo ballot marking device and then place their ballot into a Verity scanner. Upon completion of the scan, the voter will be provided with an ElectionGuard-powered verification code. Once the election is complete, voters can check their verification code on a web portal to confirm their ballot was counted in the final election results. This process is done without revealing the content of the voter’s ballot, maintaining the privacy and secrecy of their selections. The election’s final tally can also be confirmed by interested third parties, who can run the results through a verifier and compare the output to the official election results.
ElectionGuard is open-source software created by Microsoft, free of charge, as part of the company’s Defending Democracy Program. ElectionGuard uses technology called homomorphic encryption to keep people’s votes secret and secure while still enabling the math required to count votes. Microsoft has conducted public demonstrations of the software and opened it to the security community for inspection and testing.
As the pilot project moves forward, Hart and Microsoft will be collecting feedback from election officials, security experts and voters. The companies will announce pilot details for an ElectionGuard-enabled Verity system at a later date.
