AUSTIN, Texas – Hart InterCivic is proud to celebrate the Virginia certification of Vanguard®; the nation’s first voting system certified to the U.S. Election Assistance Commission’s Voluntary Voting System Guidelines (VVSG) 2.0. This milestone brings Virginia election officials technology designed to exceed VVSG 2.0 guidelines while supporting secure, transparent, and accessible elections.
Virginia jurisdictions have helped shape Hart’s history as early adopters of HVS, Verity, and now Vanguard. The Commonwealth’s innovative thinking and commitment to strong election administration have made Virginia an important partner across three generations of Hart voting systems.

Virginia Jurisdictions Lead the Next Chapter
With certification complete, Richmond County, Floyd County, Campbell County, the City of Lexington, the City of Alexandria, King and Queen County and Rockbridge County are joining Virginia’s growing Vanguard community. All will use Vanguard for the first time in the November 2026 elections, except the City of Alexandria, which plans to begin using the system in 2027.
By selecting the nation’s first VVSG 2.0-certified voting system, these jurisdictions are carrying Virginia’s legacy of innovation forward. Their leadership reflects a shared commitment to technology that supports election officials, voters, and public confidence for years to come.
